Correct interpretation of the difference between supplier and subcontractor in public procurement

In a recent article signed by Rareș Răducanu – Senior Partner – and Irina Titorian – Associate, STOICA & ASOCIAȚII – the practical implications of the legal distinction in the matter of public procurement between a supplier and a subcontractor are analyzed, considering the fact that the special legislation regulates, in the case of subcontracting, a series of obligations for bidders, subcontractors and the contracting authority, which do not exist in the case of service or product providers.
